Project description

The project "Safer Communities through Smart Systems and Transregional Collaboration" addresses the urgent need to strengthen security and social cohesion in the municipalities of Cahul and Comrat (Autonomous Territorial Unit of Gagauzia), areas experiencing significant increases in street crime (+18%) and hate speech (+15%), according to reports by the General Police Inspectorate (IGP) and INSCOP. The project is aligned with the priorities of the BREN II programme by integrating gender-sensitive, conflict-sensitive, and socially inclusive approaches through an innovative solution that combines smart technologies, specialized capacity building, and community engagement.

The model will be replicated in Comrat through the development of a comprehensive technical project and advocacy campaigns to support the establishment of a video surveillance system with facial recognition and automated alert capabilities, accompanied by legal recommendations for the ethical and effective use of technology in public safety.

The project will engage 100 members of vulnerable communities in activities focused on human rights, violence prevention, and intercommunity dialogue, contributing to the reduction of stereotypes and hate speech. It promotes social cohesion and the active participation of women and young people in security and peacebuilding, in line with the Women, Peace and Security (WPS) agenda, through an intersectional and inclusive approach. Clear monitoring mechanisms, risk management measures, and a post-project sustainability plan will ensure sustainable and scalable results. This comprehensive initiative, based on official data and best practices, makes a significant contribution to human security and social cohesion in southern Moldova.

What we aim for

Installation of 2 additional video surveillance cameras, including all necessary accessories and software licenses.

1 incident/event alert system integrated into the existing intelligent video surveillance system in Cahul, with facial recognition capability.

1 complete technical project, including all required approvals, for the replication of the video surveillance system with integrated alert functionality in Comrat.

40 police officers trained in inclusive security, gender-sensitive justice, and violence prevention.

100 community members from vulnerable groups trained in human rights and intercommunity dialogue.

A reduction of at least 10% in discriminatory incidents and hate speech.
